Service DevelopmentHong Kong’s economic and societal composition has undergone rapid change over the years. Our current challenges include aging populations, employment equilibrium discrepancy, structural change of the family system and increase in mobile population. We stand by our society in facing these challenges by working closely with the sector to initiate up to date services.

Elderly Service

We focus on our perpetual efforts in elderly service development and improvement. As aging population is growing, we also adapt the framework of “Age-Friendly City” of the World Health Organization to lead the “Age-Friendly Hong Kong” development.

Children and Youth Service

Children and youth at all ages are facing unorthodox challenges. We actively involve in children and youth development to safeguard their equal opportunities, options and respect. We advocate provision of social work service in pre-schools and express for students with special education needs.

Family and Community Service

Our aim is to foster a family-friendly and integrated Hong Kong. We initiate both policies and services to strengthen local family function and address special needs of new immigrants, cross-boundary families and ethnic minority groups.

Rehabilitation Service

We nurture the development of local rehabilitation service development. At the same time, we actively promote equal employment opportunities, barrier-free environment for disables and the implementation of the United Nations Convention on the Rights of Persons with Disabilities in Hong Kong. Such implementation will safeguard the disables’ equal rights, freedom and dignity.
